Fixed self-vote logic, tested with 1.19.4

- Fixed error where self-punish blocked the entire command if disabled
- Tested with 1.19.4 and seems to be working

How to install:
1. Download & drop into your plugins folder
2. If previously downloaded, add new messages to your messages.yml

How to install
1. Remove v1.0 from your server
2. Add v1.0.1
3. Add the following to your messages.yml

cannot-punish-self: "&cYou cannot punish yourself!"

4. Add the following to your config.yml

5. If you're using the default config then add on

to the end of punishments.jail.broadcast

* You can skip steps 3, 4, and 5 by deleting both your config.yml and messages.yml and letting them regenerate on reload.

6. Reload/Restart
