Fixed 1.20 version, added %prefix% to message files.

From now on, the plugin can load missing things from the files, so if you update and something is missing from the yml file, the plugin will load it for you! In addition, there is a prefix in the message files so that you don't have to write it in front of everything. True-false has been moved to config.yml.

From now on if the command executor has vaultcher.admin it will show everything if not it will only show the user commands. You can change it in the message file btw.
