Shortened signal block distance so trains can run more efficiently
Train settings are now fixed on registration, meaning that properties cannot be changed after
TC object blocking now uses wait distance for trains and 0.001 m for other objects

Fixed an issue where brakes are locked in position even if the actual required brake by the safety systems is smaller (e.g. locked in EB once set even if actual brake needed is B8)
Fixed a bug where the train's drive mode can be activated on a train that overran by 50 m but could not start the train, now drive mode would end instantly upon activation
