Now Supporting Bungeecord

Important Updates:
- The SimpleTicket plugin can now be used on either Bungeecord or Spigot servers
- Both Spigot and Bungeecord versions of the plugin support the use of either local storage or remote database storage
- Supported history checks on offline players in Bungeecord version
- Apart from the introduction of SimpleTicket support for Bungeecord no new features have been added for the Spigot version of the Plugin

- All Ticket alerts (such as new ticket alerts and punishment alerts) are now broadcast to all Spigot servers connected to a BungeeCord Proxy.

- Minor astetic changes to various commands.
