Fixed the loading order (had changed it at one point which cause a full on crash at loading time)

Fixed an issue where some commands couldn't be run as the console
Fixed an issue where the error message for such commands would display in in-game chat

- changes some commands to not require permissions like /balance and /pay

- Known bug : killing somebody doesn't increase your bounty
