Bug Patches:
- Small Bug fix with the global-cooldown. The global cooldown (if set) will now not reset the cooldown if a player with no permission executes the RandomTopic command. (Normal functionality if a player with the permission executes)

- Added an Update Checker (with permission: "randomtopic.updatecheck" for login announcements)
- Added /randomtopic-checkforupdates
- Added /randomtopic-list (to send all of the available "topics" in the config. (requires permission "randomtopic.list))
- Added a "global cooldown" feature that can be enabled, disabled and configured in the config
- Added aliases for the /randomtopic command (command now also works using the following commands: /topic, /rtopic, /randomtpc)
