There was an error with /motdchange help display, it isn't there anymore

As requested, I've added a new feature: a Rotating MOTD option.

Permission added: motdchanger.togglerotation
Command added: /motdchange togglerotation
File added: motds.yml

Extra features: Files autorepair if any configuration is missing.

MOTDChanger permanent command was not working because of a mistake

Downgraded API version to support backwards compatibility
1.16 -> 1.13

MOTDChanger has been recoded for the third time, I've made things more intuitive but I temporarily deleted autoupdate function since I want to code it myself.
All should work fine as tested, if not remember you can tell me in discord or open an issue in github.

- Changed naming format from MotdChanger-1.8.3.jar to MotdChanger v1.9.jar
- Disabled not working commands (countdown and reload) in order to not confuse

The mistake I made was to not change the project version but yes the plugin version so you were wrongly update notified in 1.8.1 version

Since I had some difficulties with Kotlin I decided to change from Kotlin to Java (another time) and while I was changing it I optimized it too :3
