Update for 1.21 latest

Fix issue with empty deco file

Massive update
- new mdec commands you can copy paste decorations using worldedit selection /mdec copy /mdec paste, you also have mdec list & purge
- you can add particles to your decorations using math expression like that
- you can add text display to the decorations

- you can add light to your decorations like that
- smoother record decorations

Hit and interact animation on static decorations

You now can't break normal block with decoration item in hand, useful when removing decoration in game
