Fixes and new features:

• Better vault transaction handling
• Downgrade now can give you money (set globalDowngradeCostPart or costPartModifier to negative value)
• Downgrade cost is now properly calculated basing on upgrade cost to current enchantment level (not to next enchantment level)

Anvil now properly upgrade two same enchantments to higher level. (default minecraft behaviour)

Should be compatible with minecraft 1.13+

Commands:

• /epicenchant info - plugin version info [permission: epicenchant.command.info - default: true]
  
• /epicenchant reload - reload configuration file [permission: epicenchant.command.reload - default: false]

Permissions:

• Now you can define any chance/cost boost value in permission for example:
  epicenchant.upgrade.cost.percent32 - upgrade cost decrased to 32%
  epicenchant.upgrade.chance.percent105 - upgrade chance incrased by 5% - 105% of original value

Locale:

• Added Korean localization file.
