Better vault handling + downgrade fixes
Fixes and new features:
- Better vault transaction handling
- Downgrade now can give you money (set globalDowngradeCostPart or costPartModifier to negative value)
- Downgrade cost is now properly calculated basing on upgrade cost to current enchantment level (not to next enchantment level)
