I implemented a basic logging feature to log messages of the plugin.
I also increased the information given by the /citybuild gui.

- /day [-s] - sets the time in the world where it was executed to day (when used with -s prefix it doesnt get announced to all online player)

- /night [-s] - sets the time in the world where it was executed to night (when used with -s prefix it doesnt get announced to all online player)

There are two new feature:
- a /citybuild command with some general plugin and server informations(more informations in the near future)
- an update checker for plugin updates

As requested i added following:
- custom /tp command
- /tpa , /tpaccept and /tpdeny command
