Added some features
- Added the permission TorchGone.place.1 (1 min will be dropped)
-- allowed 1 - 1000 integer value
- Added a feature when right-clicking a torch, it will know when will it be dropped
- Added a feature player near 10 blocks will auto add a timer for torch
- Added a timer about torch message, you will receive the same message until timer is ready

Feel free to ask me if there have any issues.
Please update the new config.yml before using the latest version!
