This one is a fairly small update, just mainly some background maintenance and cleanup.

Added new Version Checking system.
Moved plugin hooks to external classes.

Added full permissions lists to plugin.yml.

Refactored console messages.
Removed deprecated class `org.bukkit.util.Consumer`.
Changed plugin version to `1.4.6`.
