Added global permission and per world permissions for /worldtp removetp.
Added per world permissions for /worldtp set.
Added the ability to use /worldtp remove as a player and it will remove the location from the world that the player is in.
Made config.yml actually reload on /worldtp reload.
Changed the teleport to use PaperLib so if you're using PaperSpigot it should take advantage of the async chunk loading.
Fixed bugs with permissions and permission checks

New permissions:
- worldteleport.setlocation.<world>
- worldteleport.removelocation
- worldteleport.removelocation.<world>
