[+] Added lang.yml!

The lang.yml allows you to change the output messages from error messages to help command descriptions to either a different language or to word it differently for yourself! And yes, you can also edit the title tag for the messages!
The lang.yml file can be found inside the ChatPings folder once the latest version of your plugin has been enabled on your server.
