Large, important changes!

Now using Vault API to resolve prefixes and permission nodes.
No longer require LuckPerms, however do require VAULT.
Flairs can now be set for OFFLINE PLAYERS (!)
HTTP messages to Reddit are now optional in console, via the "verbose" setting in config.
Two new settings in config to set an upper bound on the time spent looking up prefixes and permissions for offline players.
Config now automatically updates, but comments are removed - one must visit the config on the GitHub page to see the comments.

WARNING: When updating to this version, ensure you have Vault installed.
