Regions can be disabled from the voice chat, dependencies updated & bug fixing.

• Some dependencies have been updated & new soft-dependency: WorldGuard.
• Removed the config option 'GroupingDelay' for being unstable.
• Added a new option to the config to disable regions from the grouping system. (Read the Configuration documentation for more info).
• The config checker has been fixed.
• The mute command now works as expected.
