The following is my current review of the plugin in its most current state; I'm more than happy to update this when and if the situation and plugin improves.
As of this review, and in regard to the FINAL 1.13 version of the plugin, which is the latest, the plugin is currently experiencing issues with some of its features, dating back to the last update, roughly three months ago.
The Conquest system does -not- function properly in 1.13.2: While townships can attempt to conquer designated points, no bossbar shows, and the plugin currently is unable to distinguish between towns when it comes to current capture percentages. This means all townships effectively share the same capture percentage, with the last one in the area eventually capturing the point. Unfortunately, this becomes worse in that the capture percentage never decreases, even after the capturecooldown expires (in our case, an hour later). This means that the next group that enters the point instantly captures it, which is highly undesirable considering the structure of conquest and how it provides rewards to townships. This was proven in the Discord Support Channel for Townships+.
Please rest assured that I would not normally consider some of these elements in these reviews, but as other users have voiced concerns over these issues and more in the discord, and were subsequently told that the plugin did not have a current developer and that they could fix and update the plugin for the author, I am given to believe that these things need to be represented here, in order to alert any prospective purchasers to the problems with the plugin as is.
Note: This is an edited review of my previous review; The edit was done with the interests of updating it (adding two stars and removing a complaint regarding the mis-advertising of features that were currently disabled; as this has been corrected, it no longer should be included).
Haven't put this into production on my server yet but after testing this against other claiming/town/kingdom plugins, I believe this one is the best option. I hope to see more things being protected like I mentioned in the thread, as well as the GUI menus.
Fantastic plugin. Definitely more interesting and fun to use compared to Towny/Factions. The author keeps their plugins updated and is responsive as well. Would recommend to anyone. A+++

Works as intended. Does NOT lack features. The config is very in-depth, and the developer is highly active. I am sure new features will come for months to come.
It works as is. Lacks a few features such as being apart of multiple towns and permanent towns (similar to permanent factions) which unfortunately means I can't use it on my server.
There are a few minor bugs but it seems like they get fixed up pretty quickly!
Overall a great plugin if it hits what you're after. Looking forward to future updates that hopefully support my needs!
Multiple town support is a possibility but wasn't designed that way.
Towns are perm. They persist through restarts, etc.
If you would like to see specific changes for your server, feel free to make a post/suggest!

A very refreshing change of pace from other claim and conquer plugins. The kingdom system is an amazing solution to new players joining and not having an option of town to join. Having a horde of towns under one umbrella seems like it can lead to some very interesting situations. The war system increases the pace since you are time limited on how long you have to conquer your foe which means less "enemying" as a threat and more so as an action.
All in all a great plugin for any type of server looking for a town based solution that doesn't take any b.s.
