Added admin commands:

• /fastcraftadmin (or /fcadmin, /fca)
• /fcadmin reload
• /fcadmin debug

Added permissions:

• fastcraft.use (permission to use FastCraft+ for crafting)
• fastcraft.admin.reload (permission to use the reload command)

Comments at top of config file will be updated on startup
