Added Option to set a parkour delay (in milliseconds / ms )

Example Command:

/parkour setdelay 1800000 test

So now we saved a delay of 30 Minutes ( 1800000 milliseconds ) for the parkour called "test"!

1 Second = 1000 milliseconds
1 Minute = 1000*60 = 60000 milliseconds
...

Notice

Each player statistic is saved in a file do not edit the file!
(only if you need to reset the hole delay scores)
