• new command: /balloons add [key] : adds balloon to the item in hand
• balloons can be applied to bows, in config under applies: "BOW"

Commands:
/balloons -> displays all balloons from config into a gui
/balloons help -> displays commands in balloons plugin
/balloons give [key] -> gives the player a balloon of the specified config key.
/balloons admin -> displays the admin gui for balloons
/balloons reload -> reloads config
/balloons effects -> sends the command sender a list of premade effects
/balloons add [key] -> adds balloon to the item in hand

Permissions:
balloons.help -> /balloons help
balloons.give -> /balloons give [key]
balloons.admin -> /balloons admin
balloons.reload -> /balloons reload
balloons.effects -> /balloons effects
balloons.add -> /balloons add
balloons.* -> all permissions
