What changed:

• Added local chat example to chats config.
• Updated chat documentation.
• Updated some dependencies.

Fixed bugs:

• If there was only 1 announcement, it couldn't be disabled, now fixed.
• Reply command now works correctly.
• When the vanilla chat option was enabled, we couldn't send messages to the chat using commands.
• Compatibility with SignedVelocity fixed.
