HikariCP support! WorldGuard support! Updated code!

MySQL support is back! (Never left) BETA!
- You can now select normal MySQL if you don't like HikariCP.
- "Database.Type" option must be set to "IWantMySQL"
- Database used to make toggle status persist on server change.
WorldGuard region support! BETA!
- You can whitelist/blacklist regions now!
- Flag added: punchstaff-can-punch
- Default option if player is in region but flag is not set.
