Player head item alternative. (If having issues with player skin)

Material option for player head. BETA!
- If any of you were having issues with player head in "Items.Player"
- you can now change this to other material (supports CUSTOM_HEAD)
- and custom model data (1.14+). This is just in case your
- server had issues loading player skin.

- Locked tags can have a global texture! (Not each one)
- They can also have a global custom model data!
- Option to obfuscate display names! (Code "&4&k&l", can't be changed!)
Added HikariCP support. BETA!
- HikariCP is now used for MySQL.
- Option to add source properties to specify things like useSSL, etc.
Delay option. BETA!
- It's finally here! You've asked for it and here it is!
- This option was added for some of you having players that "lose" the colors
- when switching servers. Specially when database is slow or connection doesn't
- save data (in server you left) too fast that it's loaded first in the server you join.
- Enabled by default. Time in ticks, defaul 20 ticks = 1 second.
Parse "None" placeholders! BETA!
- Option to use placeholders (PAPI) in default placeholders ("None" category)
- This won't and will never parse placeholders in tags. (Premium only, don't apply for tag icons)
Updated code. BETA!
- Updated some methods/classes/checks I don't remember very well.
- Hopefully will help to keep compatibility with new versions if I'm not here anymore.

Permission : "none" #If none, all players can purchase the tag. Otherwise permission is required.
Price : 100000 #Add this line for price.
#This message is to be sent when player doesn't have enough money to purchase the tag.
Not-enough-money-message : "&cYou don't have enough money to purchase this tag!"
