- added PAPI support for chat prefix/suffix flags
- Chat prefix/suffix flag handler no longer checks for permissions (prefix and suffix in chat will appear for OP players)
- removed WorldEdit flag when FAWE is present (Patch to make FAWE work with the flag no longer works in 1.18.1).
- Added option in config.yml to disable allow/deny_block_place/break patch. (The patch in these flags limits trees growth and bone meal to 1 chunk only)

- fixed a bug that causes give-effects to throw an error when a player exits a region that didn't have any potion effects on entry. #23
- give-effects flag now follows the old plugin behavior. it no longer pauses all potion effects on entry it should only pause conflicting potion effects. read #18 for more information on how the new behavior works.
