First way, to add custom perks, change effects, timers and levels.

Effects are now permanent.
Will be removed and added instantly.
Support for 1.20.6 provided.

Added a way to edit existing perks duration, amplifier or even change the perk effect. (not finished yet)

Perk System is now available with the newest features of 1.20.6

Upcoming Plans:
- Edit any perk using a UI and saving it to the database.
