Changing Disabled Worlds -> Enabled Worlds.

Configs will need to be regenerated.

Added the ability to add potion effects to players.

- Added "wd.immune" permission. Add this to a player to avoid them taking damage
- Added 1.13-1.15 support as experimental. If someone could report that it works, that would be amazing due to I can't launch 1.13.2 Minecraft.
