I have fixed the following command problem:
- Players being able to "/welcomer:reload" without permission
- When reloading the plugin a error occurs about the command registration
- "/welcomer:reload" has now been replaced for "/Welcomer reload"!

I have added the ability of sending a custom message to the player when joining!
