New translation system and commands

Translation system
- You can now choose the language for the plugin, in the config.yml
- Currently the available languages are Spanish, English and French.
- You can use command "/welcomer setlang <lang>" and after using "/welcomer reload"
- Delete all plugins files to apply this update
