Simple Anti-VPN plugin that works!

Commands:
- /antivpn reload - Reload config - vpno.reload
- /antivpn whitelist add/remove (player) - Allow bypassing of anti-vpn - vpno.whitelist
- /antivpn alerts - toggle login attempts for those who have permissions - vpno.alerts

Other Permissions:
- vpno.command - Required for running any commands

API requests are cached and whitelist is stored in the ipcache.db database.
The API provides 60,000 requests per month.
