+ Changed already-been-uwuified text detection method to improve compatibility with some more esoteric forks. Can be improved further but this is good enough for now. ( Thanks to Autumn for reporting this to me )

+ Added simple cache buster to spigot API url to bypass cached version numbers

+ Added optional argument to the /uwutoggle command. You can now specify a player to toggle uwu mode for. See the resource description for permission changes.

+ Added /uwume command. It's just like the vanilla /me command but uwuified.

Fixed color parsing issue for chat.

Instead of using Bukkit.broadcast we now chat as the sender.

+ Added /uwutoggle and /uwugtoggle commands. /uwutoggle turns user uwu mode on or off. /uwugtoggle sets the whole server to be uwu mode,
- Removed default broadcast settings. I plan to add an /uwume command later to replace this functionality.
