Simple player portals without any commands. Suits for survival servers.

you can now restrict players from creating portals between different worlds
- added new permission utp.dimensionportal
  - can be changed in the config.
- everyone who has this permission can create portals between different worlds.

fixed console "Update available" message.
- It was always sent to the console.
added new subcommand (not for general player usage though)
- /utp removeportal | Removes a portal by the uuid
- I created this command so you can remove portals easily by clicking on the message when using the /utp listportals command.

- /utp listportals | Shows your current limits and your created portals
- You can also simply remove portals by clicking on a portal when using this command (see video below)

Fixed several bugs
- You weren't able to create a portal while being an operator
- Reload command didn't work for PortalBlock and PortalItem changes
- You could type anything after the '/utp' and it would reload the configs

  - /utp update | Download the newest update available
- Checking the version on player join (only for OPs) and on plugin startup.
