Since there have some reports of the plugin not functioning at all (which I highly doubt) I've decided to make some quality of life changes to the plugin. These changes should make the plugin pretty much unbreakable unless you're running it on a unsupported platform.

Changes:
- Updated gradle to 7.6
- Unregister all event listeners of UltimateShout in onDisable
- Create plugin folder in onLoad
- Parse placeholders in format before replacing the message placeholder
so that placeholders can't be used in messages.
- Log more info in the onHook method of the VaultHook
- Mention hex color usage in config file
- Converted gradle groovy build files to gradle kotlin build files
- Added more NotNull annotations through the code.
