New features

• added command to change town name, only allowed as town owner: `/town changeName <old name> <new name>`
• added lithuanian language translation : /ue-config language lt LT`
• added max playershop configuration, default 3 playershops per player: `/ue-config maxPlayershops <value>`
• added config to allow extended interaction for non citizens in every town. If true, all players can open doors and gates in every town : /ue-config extendedInteraction <true/false>`
