Changed checks within the enable+disable commands.

- Adds the /tradefluxdisableallvillagers command.
- Some changes to how the disable + enable all villager commands check for villagers, should be slightly more performant.

- Added new EAV command, lets admins enable all villagers in the event of the tasks failing to complete.
- Modified some saving mechanisms.
- Minor cleanup.
