EntityType.Boats was removed replaced with individual types

forgot to remove some test messages

Implemented an Idea from GAMES1132
Removed ActionBarAPI dependencies

Updated loading of ToxicWorld

This version contains:
Editable Beacon Toxic Free Zones based on beacon levels
Also added The ability to use any blocks as helmets with custom durability

Now with the ability to add what blocks you want as a helmet,
with custom Durability and custom damage Amounts.

- ToxicReload now works without having to restart the server.
- ToxicKits are being removed. Command still present but will be removed in future updates
