Added light-level command, status command, significantly improved performance and made the torch feel more realistic and smooth.

Added command pattern to the codebase and improved command feedback.

Also tested plugin on 1.21 and confirmed it is working.

Added "/torchlight time <seconds>" to control the light fade out timer.

The torch was working while in spectator mode. This is considered a bug and is now fixed.

Added 1.19 support.
Extended light time to 2 seconds.
