Permissions:

3. `titleplus.reload`: Allows players to use the `/titlereload` command.
Usage:
1. Sending a Title:
- To send a custom title, use the `/titleplus` command followed by the title message, duration, and target player.

2. Stopping Titles:
- To stop active titles, use the `/stoptitle` command followed by the title ID or '*' to stop all titles.

3. Reloading the Plugin:
- Use the `/titlereload` command to reload the TitlePlus plugin, applying any configuration changes or updates.
