Fixed a bug where if you only have 2 announcements the 3rd example of thanks for downloading would always be shown. Config has now been changed to only show first announcement on fresh install.

Added toggling of announcements. Must have tinyannouncements.toggle to use command. /announcements toggle , /tinya toggle both work.
Added /tinya help to make it easy to find commands

when using toggling a new YML will be created. you can change allow-toggle: to false to make it so players cannot toggle ever.

Added the ability to edit, create, and delete announcements using commands.
