Highly configurable Grappling Hook.

Base Command:
/grapplinghook (/gh help) - Displays configurable help message.
/gh give <username> [uses] - Gives an online player a grappling hook. Uses can be specified.
/gh reload - Reloads the configuration file.
Features:
Force Give - Gives the player a grappling hook in the specified slot on join. (A delay can be set.)
Adaptable Momentum - Adapts the velocity given to the player depending on the location of the hook.
Multiplier - Allows you to set the multiplier for the adaptable momentum.
Teleport To - Allows the player to teleport to the location of the hook. (Will find closest block safe for player.)
Attach Block - Tells the hook if its required to be attached to a block before being used.
Cooldown - Sets the time between uses.
Place-Holders:
%uses% - How many uses the grappling hook has left. (And unlimited string can be set in the config.)
%seconds% - Seconds left on cooldown.
%ticks% - Ticks left on cooldown.
