PlaceholderAPI is no longer listed as a dependency in plugin.yml for those who don't understand they need PlaceholderAPI for PlaceholderAPI support (
#275), placeholders will instead return "<PlaceholderAPI is not installed>" if it's not installed.
Added support for permission group forwarding to the proxy if no permission plugin is installed. This requires Vault installed as groups will be taken from it.
This function is not public in TAB yet, but updating it here anyway to allow people to use pre-releases with this addition.
