- Added permission "staffessentials.gamemodec.others" to allow or disallow players to set the gamemode of other players

Note: All of the newly added permissions that are above do require the player to also have the "staffessentials.gamemodeX" permission or the command will not work for that player. This will soon be fixed in a future update.

- Made StaffChat announce to console as well as in game users with the staffchat permission.

Bug Patches:
- Fixed "Nag author(s): " in console when plugin is enabled by replacing System.out with getLogger
