Easy to use staff chat!

I accidentally looped all players with a permission and with Help Me, it puts the staff members username instead of the person requesting help. Should be fixed. Filter, HelpMe, and Config.

In this newest update, there is a filter you can set just for staff chat! It uses the command /scfilter <add/del> <word>. It's very easy!

I also added a helpful command that will have updates in the future. It's called HelpMe! Players can type /helpme and it will alert staff about that message. This command has a 10-minute cooldown (changeable in the config) There will be ways to teleport to the player in upcoming updates.

The config for permissions and cooldowns has been updated!

Also, thank you for all of the recent support! I cannot believe that my little project has gotten 40 downloads in under a week with only 2 updates!
