corrected config reading

corrected the response from help and sleeping
config is back.

fixed default response on /sleeping
and added /sleeping help

better use the commands to change the ticks or time to add while sleeping.
instead of reload.

commands:
/sleeping reload
/sleeping time
/sleeping tick

permissions:
sleeping.reload

able to change time and tick with commands without open config file.
these are the speed which forwards time when sleeping.

time is WorldTime added.
tick is the delay. the lower tick the more realistic it looks.
