Adds the ability to duel wield tools and weapons and its more effective for pvp since it adds the damage of the tools together (currently not including offhand sharpness damage other than wooden axes).

Planned Features:
- enchantments working in the damage increase since currently only wooden axes have sharpness 1-5 working in the offhand.
- disabling duel wielding some items using a command
