Generally a decent code, just a bit cluttered.

A few suggestions may be:

- Clean up your main class.
- Look for a better way to handle your config.
- no reason for the Bstats or Spigot link to be static.
- Create a structure for your listeners outside the main class.
- Create a command manager system to handle commands easier and cleaner.

probably more, but I'm too tired to read the entire code.
Last, since you're making a bigger plugin with a lot of stuff having structure in your code will save you a headache.

Its over 1MB plugin, so I guess there are a lot of features. You could document the features here on the spigot page and list all commands and permissions, and maybe even put some images.

This plugin seems like a handy plugin for admins and I am looking forward to this.
