Simple JoinMessages is a simple plugin that overrides original join and leaves messages, to make simpler, more customizable ones. The code inside is compacted to a size that doesn't slow down boot-up time and keeps your server running fast. And everything is configurable. You can set the join messages, the first join messages, and the leave messages!

To execute a config reload command you can do the following:

/jmr

That will reload the config after using it!

Simple Join Messages does not yet have permissions set up. So only an operator will be able to execute them. I plan on updating Simple Join Messages to 1.1 with permissions!
