Configurable baltop pages addd

This release adds more configuration options in terms of the messages of outputs and cleans up some bugs where responses weren't coming through. Comments are in the plugin.yml regarding placeholders.

Also compiled with jre17.0.1, that may not work on some older servers

Added Baltop command:

Use /baltop

Will show (By default) the top 5 highest balances with the people's names. The amount of people shown can be edited in the config.yml by changing

You can change "5" to any number you wish for the amount of people to be shown in the leaderboard.
