This allows you to mine spawners with a special pickaxe with a maximum use of 3.

For the script to work you must install:

The Skript plugin
The SkBee plugin

The command and permission:

/getspawnerpickaxe: Give the pickaxe to spawner
special.spawner.pickaxe
