- PlaceholderAPI not working when the description is not set

This update of RPDescriptions includes colored descriptions! Coloured descriptions allow players to set their descriptions with colors (this feature can be toggled in the config)! We have also made some minor improvements to the code of the plugin!

RPDescriptions now has been tested to work on 1.16 and also has PlaceholderAPI compatibility! Using the placeholder " %rpdescriptions.desc%" will now display the player's description!

We have also added in cooldowns! This fixes the bug that displays 2 messages at once and adds a 1-second cooldown!
(can be edited via configuration)

We have also added in a new few minor adjustments including a new command "/ viewdesc", running this command will display your own description."

WARNING: The PlaceholderAPI compatibility feature has had little to no testing due to server issues.
